Procurement Specialist

Reporting to the Procurement Manager; the Procurement Specialist will form a key role in bringing together and shaping the capital work procurement program and framework objectives. The Procurement Specialist will have proven experience in the procurement of capital intensive programs, frameworks and contracts management along with demonstrated leadership experience.

Senior Assets Engineer (Mechanical) and Assets engineer/ Planner (Mechanical)

Both positions are responsible for the ongoing management and maintenance of Flinders Ports’ mechanical, fixed fire system and floating plant assets.

The Senior Asset Engineer (Mechanical) and the Asset Engineer/Planner (Mechanical) will work together incorporating asset inspections, risk ratings, understanding and application of sound engineering advice to ensure compliance to standards and ensuring assets provide required levels of service. Responsible for maintaining and implementing Asset Management Plans to optimise asset life cycle performance, while balancing cost and levels of service.

Assets Engineer/ Planner (Civil)

The Asset Engineer / Planner (Civil) will be responsible for the continuous management of Flinders Ports civil and structural assets. Reporting to the Senior Assets Engineer (Civil) this role will be responsible for the maintenance and implementation of asset management plans for civil and structural assets, including the documentation of all inspections and monitoring.

Role Overview
Reporting to the Capital Delivery Manager, this role will suit an experienced Project Manager with a proven background, experience and skills in the planning and implementation of infrastructure and maintenance projects or programs of work. To be successful in this role you will be a dynamic project manager who can manage multiple priorities and use your exceptional time management and organizational skills to coordinate a risk based approach to your projects or programs of work. You will have exceptional stakeholder engagement skills with the ability to deliver a clear message and drive the delivery of successful outcomes on schedule. On top of this, you will also have proven experience in resource allocation and budget planning. Key Responsibilities
• Responsible for the delivery of low to medium ($1M – $10M+) project and program outcomes as defined by the Capital Delivery Manager.
• Responsible for full project and program life cycle ownership.
• In consultation with delivery stakeholders, participate in the development of project / program scopes.
• Manage delivery in conjunction with business support services and teams, ensuring compliance with the corporate framework and methodology for the delivery of project and program outcomes.
• Manage delivery risks and opportunities in conjunction with business support services and teams, ensuring compliance with the corporate risk based framework and methodology for the delivery of project and program outcomes.
• Set realistic and practical goals for project /program delivery and develop appropriate plans for achieving these goals.
• Identify and work with all internal and external resources required to complete projects / programs successfully.
• Participate in establishing delivery methodology, policies, tools and partnerships to expand and mature these capabilities for the department.
• Manage ongoing quality control and participate in quality issue resolution
• Successfully deliver in line with executed works contracts, including assistance with disputes, negotiation, arbitration as needed.

Skills, Knowledge and Experience

Essential:
• Degree Qualifications in Engineering or equivalent in an appropriate field of study e.g. Degree Project Management
• 3-5 years of low to medium ($1M – $10M+) project / program management experience, including tracking and planning.
• 3-5 years’ experience in the delivery of projects or programs with complex contractor arrangements and overseeing all aspects to successful delivery
• 3 years minimum of experience working with business stakeholders within a cross-functional matrix environment
• Experience in successfully leading low / medium risk projects and programs of work (e.g. $1-$10M+) on-time, on-schedule and within budget, to completion.
• A demonstrated understanding of project and program management principles, methods and techniques
• Proven success in providing on-site leadership for projects and programs in delivery
• Experience in drafting and submission of budget proposals, and recommending subsequent budget changes where necessary
• Demonstrated experience in working with asset and engineering sponsors
• Demonstrated communication skills; both written and oral with technical and non-technical staff, all levels of management
• Experience influencing and gaining buy-in from sponsors, team members, stakeholders and peers
• Flexible with proven ability to conform to shifting priorities, demands and timelines
• Through analytical and problem-solving capabilities
• Technically competent with various software programs, including but not limited to Microsoft Office (Word, Excel, PowerPoint, Visio), and Microsoft Project.
• Demonstrated ability to initiate and manage change.
• Highly developed verbal and written communication skills.
• Utilise intelligent interpretation to make judgmental decisions.
• Ability to embrace new technologies and techniques.

Desirable:
• Training in Contract Law
• Training in project accounting
• Experience in Engineering/Construction disciplines
• Experience with marine structures and stevedoring mobile plant and equipment.
• Experience in infrastructure maintenance and asset management.
• Knowledge of Port Facilities and Operation and the risks associated with Shipping Operations.

Working Hours
This is a permanent full time position working Monday to Friday with additional out of hours work required as necessary.

About the Apprenticeships
These are full-time entry level positions and Maxima are seeking recent school leavers to complete a 48 month apprenticeship. This position will provide paid, hands on experience and an opportunity to earn an income whilst studying towards nationally accredited certificates: Certificate III Heavy Commercial Vehicle Mechanical Technology and Certificate III in Electrotechnology Electrician.

Working Hours & Rate of Pay
The successful apprentices will work 35 hours per week from Monday to Friday and will be paid a percentage of the rates of pay (as per the Flinders Adelaide Container Terminal Stevedoring Enterprise Bargaining Agreement, 2017 – 2021) and the Stevedoring Industry Award. Applicable maintenance allowances, penalty rates and shift premiums will also apply.

Team Leader:

The Marine Maintenance Team Leader reports directly to the Marine Services Project Manager and working as part of a team will provide leadership to a marine maintenance team in a range of maintenance activities and ensure compliance with company policies and procedures.

About the role

Team Member:

Marine pilots are employed by Flinders Ports to help Captains safely navigate their vessels to the berth once they enter the port’s waters.

This role is a crucial role for Flinders Ports because a marine pilot’s skill and knowledge ensure that ships arriving in port do not run aground, collide with other vessels or run into infrastructure, such as navigation buoys.

All marine pilots are required to hold a Master Class 1 Certificate of Competency.
